On December 14th, 2006, the remaining three members of CHAM Holdings Inc. met with the Jubilee Fund to sign an agreement to transfer more than $345,000 as an outright contribution to the Jubilee Fund Inc. for affordable and special-needs housing programs. In 1977, CHAM Holdings Inc. started out with five members as the Co-op Housing Association of Manitoba. CHAM Holdings moved away from co-op housing, into regular non-profit apartment development after federal support for the development of co-op housing stopped in the early mid 1990's. Since then, CHAM Housing has become a significant provider of housing for low income persons, providing loans for non-profit housing in West Broadway and other inner-city neighbourhoods.

In Spring 2006, after the death of CHAM Director Henry DeCuypere, the remaining three members felt they should terminate the activities of the organization due to the age of the surviving Directors. A decision was made to transfer their assets to the Jubilee Fund with the hope that their past good work would continue on.
